Mohammed H. Abdullahi, CON was born on 21st April 1968 at Uke in Karu Local Government Area of Nasarawa State. He graduated from Usman Danfodio University Sokoto with a combined Honours Degree in Law and was called to the Nigerian Bar in 1991.
Mr. Abdullahi’s Legal career spans for about three decades in both the Private and Public Sectors. He is a founding partner in the Law Firm of Messrs Hammart & Co. (Tafida Chambers) from 1994 to date. He is a member of both the Nigerian (NBA) and International Bar Association.
He has served in different private and public positions. He was Deputy General Manager/Company Secretary Nasarawa Investment & Property Development Company; Ltd; Attorney General/Commissioner for Justice, Nasarawa State; Group Company Secretary/Legal Adviser, Transnational Corporation of Nigeria Plc (Transcorp); Vice President/Executive (Administration & Regulatory), Intercell Tech Limited; Special Adviser, Special Duties and Secretary to the State Government (SSG), Nasarawa State from 2017 – 2019.
On August 21, 2019, His Excellency, President Muhammadu Buhari appointed him as the Honourable Minister of State for Science, Technology and Innovation. Based on his performance in this position, President Muhammadu Buhari appointed him to oversee the affairs of the Federal Ministry of Environment as the Senior Minister on the 6th April 2022; where he provided general lead on environmental policy formulation and implementation, formulation of climate change adaptation and mitigation framework, providing Nigeria-Country led biodiversity and conservation initiatives, Energy Transition Plan and led the formulation and adoption of the Carbon Emission Trading Scheme and general supervision of Agencies and projects under the Ministry of Environment including the USD700 Million World Bank ACReSAL project, the USD 1 Billion Hydro-Carbon Pollution Remediation Project – HYPREP cum Ogoni Cleanup Project, National Park Service, National Agency for the Great Green Wall, Forestry Research Institute of Nigeria, National Oil Spill Detection and Response Agency, National Environmental Standards and Regulations Enforcement Agency etc.
Mohammed H. Abdullahi, CON, is a distinguished environmental policy leader with deep expertise across national, regional, and continental environmental governance frameworks. He served as Nigeria’s Country Lead at the 27th Conference of the Parties (COP27) of the United Nations Framework Convention on Climate Change (UNFCCC), held in Sharm El-Sheikh, Egypt, where he delivered Nigeria’s National Statement on behalf of the President of the Federal Republic of Nigeria. In this capacity, he articulated and advanced Nigeria’s priorities on climate action, adaptation, mitigation, and international collaboration within the UNFCCC multilateral negotiation process.
Working closely with development partners, the Minister spearheaded the formulation and presentation of Nigeria’s national position at COP27, underscoring the urgent need for the establishment of a Loss and Damage Fund to address environmental impacts arising from the activities of developed economies. He also actively promoted foreign direct investment (FDI) into Nigeria’s Energy Transition Plan (ETP), positioning it as a home-grown pathway toward cleaner, more sustainable, and inclusive energy access.
Beyond national representation, Mohammed H. Abdullahi, CON also played a strategic regional leadership role as Chairman of the Council of Ministers of the Climate Commission for the Sahel Region (CCRS) a key intergovernmental platform addressing the severe climate vulnerabilities of the Sahel, including desertification, food insecurity, water scarcity, and climate-induced displacement. Under his chairmanship, he championed high-level advocacy for region-specific and sustainable climate finance, leading to the establishment of the Sahel Climate Fund. The fund was designed as a dedicated financing mechanism to support climate adaptation, resilience building, and environmental protection initiatives across Sahelian countries, aligned with the objectives of the UNFCCC and Africa’s broader climate commitments.
His leadership and sustained diplomatic engagement were instrumental in securing political and institutional support for the initiative, culminating in the formal adoption of the Sahel Climate Fund by the African Union in 2023. This milestone strengthened Africa-led climate finance architecture and reinforced coordinated regional responses to climate change.
Through these roles, he has contributed significantly to UNFCCC processes, national climate representation, regional climate diplomacy, and continental policy advancement, helping to amplify Africa’s voice in global climate negotiations and support long-term resilience across climate-vulnerable regions.
Minister Abdullahi also led the Nigeria’s contingent to the Cummings-Montreal BioDiversity conference, COP15 in December 2022 where Nigeria re-echoed its position on the need for a Loss and Damage Fund and made a specific case for the establishment of COP for the Deltas to curb the imminent challenges to the Delta ecosystems.
He concurrently served as a Member of the National Steering Committee for the Preparation of National Development Plan; Medium Term National Development Plan (MTNDP) 2021-2025 & 2026-30.
Mohammed Abdullahi, CON is a staunch advocate of Science, Technology, Engineering and Mathematics (STEM) and STI development in Nigeria, and is also passionate about biodiversity conservation, wetlands reclamation & wildlife, fighting drought and a strong advocate of tree planting; a Fellow of Nigerian Institute of Science Laboratory, Technology and Fellow of the Environmental Management & Disaster Risk Reduction Institute of Nigeria.
He is the senior partner at Protect Earth Network; a leading non-governmental organization that focus on nature, afforestation, and environmental conservation. In this role, he spearheads initiatives aimed at preserving and restoring ecosystems, promoting sustainable practices, and raising awareness about the importance of protecting the environment. With a deep commitment to the well-being of our planet, he actively engages in projects that focus on afforestation, biodiversity conservation, and combating climate change. His leadership at Protect Earth Network reflects a dedication to fostering a harmonious relationship between humanity and nature, ensuring a healthier and more sustainable future for generations to come.
In appreciation of his invaluable contributions to Science,Technology ,Engineering & Mathematics (STEM) , Environment and the Country, the President of the Federal Republic of Nigeria bestowed on him the National honors award of the Commander of the Order of the Niger (C.O.N) in May, 2023.
